| 匯.Overdue Fine In
order to keep regular circulation of books, all books borrowed by users
should be returned on time. 1.Users are expected to return books within
the due date. Overdue fine for one day is 1 Jiao. If the user postpones
to return the book for six months, and fails to return it after being
reminded by the library, the library will announce the Finance Department
of BLCU to charge the fine from his salary. 2 People who go abroad or
a business trip should return all the books. Otherwise they have to pay
the overdue fine if their books are overdue. 3 Books borrowed during vacations
must be returned within required period, or they will be charged overdue
fine(The overdue fine begins accruing from the date the book is overdue).
4 Fines and records are delivered to the Finance Department of BLCU 屈.Users should take care of the books , please do not mark, defile, tear, cut or lose the books. Such behaviors will be punished. 1.Penalty for Deforming books (1) When they borrow books, users should examine the books. If the books are dirty or deformed, ask the librarian to mark the deformed part. Otherwise, the user may be punished for the condition of the book. (2) When user deforms a book (including marking, modifying, folding, rubbing, defiling), if the book is slightly deformed and the content of the book is still intact, user is requested to pay the fine same as the price of the book. If the book is seriously deformed, user has to compensate for the book according the relative regulations, and the book belongs to the library. 2.Compensation for deformed and lost books If user deforms or loses a book, he must buy the library the same edition of the book, or a new edition which is accepted by the Acquisition and Cataloging Section. Otherwise, he has to pay the fine according to the following regulations. (1) Chinese Books Books published before 1949 demand a compensation of three times of the market price. Books published between 1949 and 1960 demand a compensation of 20 times of the original price. Books published between 1960 and 1976 demand a compensation of 15 times of the price. Books published between 1976 and 1984 demand a compensation of 10 times of the price. Books published after 1984 demand a compensation of 5 times of the price. If users lose a book which the library only has 3 or less copies, they has to pay a fine of 2 times of the price apart from the fine listed above. If users lose a book which the library only has 2 or less copies, they has to pay a fine of 3 times of the price apart from the fine listed above. For example, a user lost a book published in 1983 whose price is 2 yuan, and the library has 3 copies of it, then the user should pay a fine of 12 times of the price, which is 2〜12=24 yuan. (2) Foreign Languages Books * The deformed or lost photocopies of original foreign languages books demand the same fine as Chinese books. Original editions of the foreign languages books published in 1973 demand a compensation of 15 times of the original price, the ones published between 1973 and 1983 demand a compensation of 7 times of the original price, the ones published after 1983 demand a compensation of 5 times of the original price. (3) The deformed or lost reserved books, traditional thread binding books`and rare books demand special compensation according to their value as cultural relic. (4) If users deform or lose books, they should explain to the librarian and pay the fine within one month. Anyone who fails to do so will have to pay a overdue fine and is not allowed to borrow books temporarily. (5)If users find the lost book which is not deformed, or buy the same book within one year's time, they can return the book and the receipt to the library and get their compensation back. (6)If users deform or lose one issue of a periodical, they have to pay a fine of one year price of the periodical. If they deform or lose one issue of a newspaper, they have to pay a fine of 2 - 5 times of the one year price of the newspaper. (7) How to pay a fine. Users give the fine to a librarian who is in charge of compensating, then the librarian write a receipt according the value and the number of the further copies of the book. The user signs on the receipt, and keep the second sheet. (8) After the fine is paid , librarian should record the receipt number, fine and date on the book card of the lost book, and deliver to the Acquisition and Cataloging Section. If users have bought the book of the same edition, please mark "compensation" on the title page and give the book to Acquisition and Cataloging Section. (9) At the end of each year, the library will count the lost books and the fine , then deliver the records and fine to the Finance Department of BLCU. 眉.Regulations about Stealing and Deforming Books The following regulations are meant to maintain orders in campus and protect public property. 1.Faculty, staff and students are expected to take care of the books, and prosecute the behavior such as stealing and deforming books. 2.Library staff should be responsible and carry out the regulations strictly. 3.Those who steal or deform books should be criticized and charged a fine of 20 times of the price(or 20 yuan if the fine is less than 10 yuan). Besides, they will be mentioned in a notification and forbidden to borrow books, and their behavior will also be reported to the university and may be punished. 4.The behavior of removing the magnetic materials is regarded same as theft. Removing the magnetic material of one book will be charged a fine of 20 yuan. Those who remove the magnetic material of try to steal the book, will be punished according the third and the fourth item, and will be charged at least 30 yuan. 5.All the users who claim to have brought the books through the monitor accidentally will be punished according the regulations and be charged of a fine of 5 times of the book's price, or 10 yuan if the fine is less than 10 yuan. 6.Damaging the bar code of one book will be charged of 10 yuan. 7.Using library card lost by other people is regard as theft. 8.Disclosing behaviors violating regulations is encouraged. |
